On Sept. 9, 2015, CP President and Chief Operating Officer Keith Creel wrote a letter to U.S. Sen. John Thune to address CP's position on extension of the Positive Train Control mandate. Despite our best efforts, CP will not meet the Dec. 31, 2015, deadline for PTC to be operational on many of our routes set by Congress as part of the Rail Safety Improvement Act of 2008.
When CP and our partners in the rail industry set out to implement PTC following Congressional passage of the RSIA, it was an unproven technology that had to be built from scratch using technology that didn't then exist. Since that time, we have progressed PTC well into the testing stage and continue to push ahead toward implementation. However, due to a variety of factors, including significant regulatory delays, CP will not meet the Dec. 31, 2015 deadline.
The Association of American Railroads, of which CP is a member, has asked Congress to delay the implementation deadline to Dec. 31, 2018, so the industry can continue to work in good faith to implement this technology as required by law.
