The program

The objectives of the Disadvantaged Business Enterprise (DBE) Program is the enhancement of opportunities for businesses in which at least 51% of the ownership and the management are controlled by U.S. citizens from one or more of the following groups: African Americans, Hispanics, Portuguese, Asian Americans, Native Americans/Alaskan Natives, and Females of any race.

The purchases of goods and services of this organization must be consistent with the U.S. Department of Transportation Rule 49 CFR Part 23.​
